In a significant update for aspiring immigrants, the "applicants not working in Canada" stream of Canada’s Home Care Worker Immigration Pilots (HCWP) has been officially closed as of September 29, 2025 .
This stream, which was anticipated to open for caregivers outside Canada, was listed as "closed" on the Immigration, Refugees and Citizenship Canada (IRCC) website without ever having accepted applications .
This development may come as a disappointment to many skilled caregivers around the world hoping to build their future in Canada. However, it's crucial to understand that this closure affects only one specific pathway. Other viable immigration routes remain open for qualified home care workers.
The HCWP consists of two distinct pilots: the Home Care Worker Immigration Pilot: Child Care and the Home Care Worker Immigration Pilot: Home Support . When these pilots launched on March 31, 2025, they included two potential streams for applicants:

Applicants Not Working in Canada Stream (for those outside Canada)
While the "Workers in Canada" stream opened successfully and reached its application cap quickly, the international stream for applicants outside Canada has now been closed before ever opening .
While IRCC has not provided an official public statement detailing the reasons for the closure, analysis of available information points to two key factors:
As of September 11, 2025, IRCC reported an inventory of 34,400 applications across various caregiver pilots, including both the new HCWP and previous caregiver programs .

The most recent Express Entry healthcare draw had a CRS cut-off score of 470 , making this a viable pathway for many qualified professionals.
Many Canadian provinces continue to welcome caregiver professionals through their respective PNPs. These programs are designed to address specific provincial labour market needs and often feature lower CRS requirements than federal programs.
